Pursuing higher studies as always beneficial for career development. Both the options have their own pros and cons. The main points to be kept in mind while making a choice are - Technical stream, Course structure and duration, University Ranking, tuition fees / student fellowships/ stipends, Industrial collaborations or Research grants, faculty, future prospects.
To get admission into PhD in India one has to qualify the written exam followed by rounds of interview. Also, it is good to have own research fellowship from bodies like CSIR-UGC , GATE, ICMR, DST, etc or the institution may have some research grants to fund your financial expenses. the maximum duration to complete PhD in India is 5 years with one year extension if needed. It is important to do a good study about the guide and his profile to get an idea of the work you will be doing.
MS in abroad has a different procedure. A lot of time has to be invested for making the applications, getting recommendations, waiting for the selection followed by interview. The maximum duration for MS is 2 years. It is important to have a good study of the University website regarding faculty profiles and studentships. A lot of universities in abroad provide stipends to international students to cover their tuition fees and other expenses. One can directly write to the Principle Investigator or concerned authorities to know more about financial expenditure.
Keeping all the above points in mind, MS in abroad gets more weightage. This will give a multicultural exposure, good networking with the scientific community, opportunities for professional growth. Addition to these, a good salary package and International affiliation are perks not to be missed.

If you are getting free education in USA, take it. Free education through fellowships and assistantships are typically offered by good schools in USA. It provides the benefits of getting a good education without the burden of debt.
The second most obvious decision is tonotpursue M.S. in USA in schools ranked poorer than tier 1 or tier 2 universities if you are an Indian. Tier 1 or 2 generally consist of colleges ranked better than 300 inWorld QS Rankings . Beyond that, you are better off seeking higher education in India. For instance, institutes like The Indian Institute of Sciences, Tata Institute of Fundamental Research, Indian Institutes of Technology, are all ranked better than 300 and provide much better education than Tier 3 universities in USA.
Other cases, however, are more complicated. For starters, if you do not have financial assistance and you do get an admit from a good university in USA, then your decision entirely depends on your future plans and how you prioritize different aspects of grad school like quality of research, development of soft skills and so on. Myview of how grad schools in India compare to USA is given above. My view is of course based on my limited exposure to grad schools in India (where I did a summer internship in Indian Institute of Science, and added on a Honors degree at Indian Institute of Technology Madras) and USA (where I pursued M.S. at Stanford University). see MS course is equivalent with M.tech, ms course duration is also 2 years. however non thesis degree would take less years, in case you want to do research it may take 2-3 years more. also to get admission in USA you have to appear in ielts or toefel exam, it needs a lot of fund , also you have to check for scholarships options and eligibility criteria. In india right now there is lots of funding given to phd scholars. gate score is also accepted to apply for phd as well as m.tech. you may apply for ugc net for research fellowship. after completing the fellowship you may get chance to do phd.
