All Indian Boards and Universities accept IGCSE as equivalent to SSC/ICSE/CBSE. The IGCSE programme has worldwide status and credibility. So, yes you are eligible for diploma(in your case EEE) and you are eligible to apply for it.
As far as college time is concerned then you should ask about it to college authorities through mail or contact number.
