Yes! Nagar Panchayat is Notified Area council(NAC) or City Council. According to the the 74th Amendments the Municipal bodies are divided in 3 categories:

1.Mahanagar Nigam or Corporation.

2. Nagar Palika (Municipality)

3. Nagar Panchayat (Notified Area council or City Council)

Those candidates parents income less than 8 lakh per annum and have minimum 5 acres agriculture land and residential flat area should be below 1000 square ft they are getting EWS certificate. It's for weaker economical family students. But your residential land more than 1000 square ft. So i think you are not qualified all these categories. You can contact your area member like if its under panchayat then talk to them if its under municipality then talk to them. If they are agree with your all income sources then may be they give you the income certificate.
