sir/madam I have completed my graduation from kanpur University.I have passed graduation marksheet but not graduation degree certificate can i apply for those government jobs which have eligibility criteria for 'bachelor degree from any recognised university '

See, Chhatrapati Shivaji University, Kanpur or Kanpur University is a very well known and acknowledged university. So, if you have done your graduation and completed your bachelor's degree from here, you won't be needing to worry even a bit. As far as the degree is considered, ask the University once and they'll happily provide you with the degree.
