Hope you are doing well . Yes,you can go for the Counselling process of KCET as NEET counselling is going to be delayed. Now,as different colleges have different criteria and rules ,you'll have to ask the authorities of the college that you 'll be allotted through KCET counselling,that once you get a college through NEET counselling,whether they'll give all your required documents back or not . And if your paid fees will be refunded or not . In some cases , while leaving a college that you have already taken a seat into ,you have to pay a certain bond amount for leaving the seat and getting back your documents but in other colleges this system isn't there . You'll only get all required details from your college authority.
