Sir/Mam, I scored 3609 (18marks) rank in IIT jam 2020 in chemistry. Should I get admission in IIT's Or any of the best college on the bases of IIT jam test?

Sorry to say but with these marks you havent crossed the cutoff of this year for chemistry which is 18.22 if you belong to general category.
But do not refrain there are various other exams you can give such as the BHU exam, JNU,Jamia they all have their own entrance exams for MSc. There are also various private universities that take admission with their own criterias.
