sir/mam iam from haryana and i belong to bc-b cat kya hum 15 0/0 aiq me obc (ncl) me apply karne k bad state quota me ur cat bhar sakte hain kya mere bete ka ek saal bekar ho gaya ess issue k karn bcoz iam in army mera income certificate nahi ban paya haryana me army walo ka na voting card banta hai

Yes , your son can take part in state counselling after taking part in 15% All India Quota counselling as there is no restrictions against it. And no his year is not wasted because if the documents would not have been available then it could have led to cancellation of admission.
