Yes of course, Migration/transfer of students from one medical college to another is allowed but it's only during the 2nd year of professional course (after passing the 1st MBBS examinations) based on a few rules such as,
1---A valid/genuine reason is to be given for requesting transfer from one college to another.
2---The student has to score a minimum of 70% aggregate marks in the first year university examinations in your first attempt.
3---Transfers are allowed only to students of he regular batch and not for repeaters.
4---Prior permission from the MCI/Concerned university and NOC certificates from both the colleges is mandatory.
The process definitely seem to be a long and cumbersome one. So think twice before you actually get into it.

Yes, it is possible to change medical college after 2nd year but it is possible only under some rules by National Medical Commission.
- Your migration will be granted only on any genuine ground.
- If a seat is available in the medical college where you want to migrate to, then it is possible.
- Migration is restricted to 5% of the sanctioned intake of the college during the year.
- You will not be permitted to migrate to another medical college located in the same city.
- Reasons allowed are health issue, death of a parent or student, physically handicapped student.
- It is not possible in all states.
