Admission to ESIC Colleges happens through All India Quota, State Quota and IP Quota.
The Candidate has to fulfil the minimum eligibility criteria as per MCI regulations and submit "Ward of Insured Person Certificate" issued by designation authority of ESIC. Now this answer is being written on the basis of notifications released in the year 2019 for the Academic year 2019-20. And based on that, the date for eligibility under "Ward of IP Quota" was 31/10/2018. So only a person who was Insured as on 31/10/2018 was eligible for availing benefit under the "Insured Persons" Quota for his/her child/children.
Considering that, if we have to calculate that for NEET 2020, the date for eligibility under "Ward of IP Quota will be approximately 31/10/2019. So the person should have been insured as on 31/10/2019 for being eligible for availing benefit under the "Insured Persons" Quota for his/her child/children.
Going by that, if either of your parents has been insured by September 2019, he/she is eligible for availing benefit under the "Insured Persons" Quota for his/her child/children. So you are eligible for IP Quota for ESIC Medical Colleges.
