Hey,
After filling the application form of the University of Delhi,you need to wait for the release of cutoffs and you need not fill the college names. Once the cut offs are released,you will need to check what all colleges you are getting at your marks. Having checked that, you need to fill the University Enrollment Form and the college admission form. After that,you need to get your documents verified in the respective college(and do not forget to carry the University's form and the college's form),then pay the fees and your seats get comformed.

You don't have to mention or write college names in Delhi university form , only one form for Delhi university is applicable to all the colleges and after filling the form, you have to wait for subsequent cutoffs to come and then you have to visit the college for which you are eligible.
