If you are a domicile of telangana then of course,  you can apply for 85 percent quota in telangana otherwise, not. But since you have done your 12th from andhra Pradesh you are not eligible for that.

As you know admission to government medical colleges through NEET is divided among All India quota (15%) and State quota (85%).



This state quota is available to students who have domicile of that state i.e. you need to have permanent residence certificate of that particular state you wish to take admission in. Therefore your schooling has no role to play in deciding in which state you can get state quota but your domicile does.
