Yes,ofcourse. There is no relief in this case as you have already withdrawn from the JoSAA Counselling. This means you donot accept the seat. Now, when you have again participated in CSAB Counselling, you have to pay the seat acceptance fee again. There is no choice.

Dear student, as you have withdrawn seat from josaa counselling rather than the fact that you have not got a seat, you will have to pay seat acceptance fees again. These are the rules as stated at the official site of counselling process authority. There is no relief regarding this.

In csab you need to give a fee of 2000 for attending the counseling. Then after you get a seat you need to pay the fees of the colleges. This is the admission fee. If you take hostel then you will have to pay for the hostel fee also. No other fees are required

You need to understand, both the counselling are conducted by different authorities. It is a need to pay the separate the separate fee when you get a seat in CSAB 2019. That fee will later be adjusted with the admission fees of the allotted institute.
Fees is Rs 36,500 for candidates from GEN, OBC-NCL categories and Rs. 16,500 for candidates belonging to categories SC, ST, GEN- PwD, OBC NCL PwD, SC-PwD or ST-PwD.
