Yes, if you have been allotted a seat then you can pay the seat acceptance fees and report to the reporting centre. You can even change it in the last round.

It totally depends upon the counselling you are opting for in some counselling you have to pay the seat acceptance fee as the admission fee in the college itself before a certain date provided by the counselling authority and in some counselling you have to pay the seat acceptance fee when seat is alloted. But according to my knowledge you can't pay fees before allotment. Hope this may help you.
You have to pay the seat acceptance fee only
ONCE
If you have been allocated a seat in Round 1,
and paid the seat acceptance fee at a
reporting centre, but you prefer to 'Slide' and
*Freeze' and 'Float' a seat in the later rounds, then also
you don't have to pay the seat acceptance fee
again
And if you don't accept any seat, once the
seat allocation process is over JOSAA will give
you a refund (after deducting Rs 1,000).
