Sir/Mam Please tell me why Amit Kumar was not allowed to take admission in IIT by IIT Delhi despite being having pwd certificate.

IITs have their own medical boards that can take medical tests for candidates whose disability certificates seem to be dubious or doubtful.
In that particular case,the candidate brought a disability certificate with 40% disability but after conducting tests,the IIT found him to have only 23% disability due to which his admission wasn't possible. The candidate filed a case in the Delhi High court but IIT stated that the candidate didn't have 40% disability and also that the hospital from which the candidate brought the certificate wasn't authorized by the government to be able to do so.

Sir please tell me whether I will get admission in IIT through pwd reservation if I am having pwd certificate from authorized government hospital and I am having Unique Disability Identity Card got from ministry of social justice and empowerment of disabled person.Sir whether I have to face problem during admission in IIT through pwd quota.Sir please my question please!!!!
