as per your doubt you should first know that an NIOS board is acceptable at every medical college in India and if you are planning to study in Russia then you can definitely have because these  Russian colleges demands your score in 12th standard and and it doesn't matter that from which school and board you did your class 12th then you will also have to clear a entrance exam for these colleges.
