B.E. is not taught in all the government colleges. It is taught in less number of government colleges. Jadavpur university, Calcutta University offers B.E. but those college's cutoff are very low. But as you belong to the OBC category you do have some chances of getting a seat in government college. So do try for that. You can also try for a private college for B.E. Chemical Engineering.
