Hello,
Yes there can be concession in fees but not according to your rank. If you have income certificate of annual income less than Rs.50000 from your home state then you would get the concession.
The fee structure of the NITs is set by the MHRD in consultation with the NIT Council. Consequently, the tuition fee is the same across allNITs, which is Rs. 62, 500 per annum. But for some other components the fee structure may vary.
For example NIT Arunachal Pradesh charges Rs. 5,600 as Institute Fee, whereas NIT Andhra Pradesh charges Rs. 10,000 as Institute Development Fee at the time of admission. There are other components like Lab and library deposit fee, Alumni Association fee, and Magazine Fee that may differ from one one NIT to another. NIT Andhra charges Rs. 100 as Magazine fee, compared to Rs. 150 charged by NIT Calicut.

Tuition fee for each sem is Rs 62,500.
It is 8 lakh(including hostel and mess fee) for a general category person with an annual income of above 5 lakh.
For SC/ST there is no tuition fee.
For students with their annual family income less than 1 lakh, there is no tuition fee.
For annual income ranging between 15 lakh, their 2/3rd fee remission in the tuition fee.
This sheet pertains to IIT Ropar for the first year students of 2017-18. For general category students not falling in economically weaker bracket, total fees for the 4 years will work out to be 1.06x8+0.03+0.02=8.53 lac. Mess charges are extra. Increase in fee has also not been considered. Roughly we can say 10lac.
