You haven't mentioned the university name. Anyway, you can write a mail to the university stating the problem. They can surely help you out.

There might be some technical issue too. So give it a try and close everything. even shut down the computer either desktop or laptop. leave it for some time.

Start again and having patience open the site and fill the application form satisfying all the rules given in the form. In some blanks there are some rules like have to fill name in capital letter or there is some red start which means you have to answer those blanks and you can't leave it empty.

Keep note of  it and with patience fill the form and see what happens. If it still continues then mail the board or call on the toll free number and ask them to provide you the solution as soon as possible. You can say your process to as they need to know where you are doing a mistake.
