As per your doubt about  10th and 10+2 passing certificate which you didn't receive from your school but it is mandatory to provide in DU application.

So , I will recommend you to contact with your respective school and tell them about this and I hope they will definitely provide you your passing certificate and if talking about passing certificate of class 10 th so for students who gave their 10 th exams in home board (CBSE students) so this is attached with your marksheet . So ,your main concern is about class 10+2 passing certificate which you need to fetch from your school if they refuse you to give then consider that they are doing some fraud there .
