No... He/she is not eligible to give DU LLB exam. As the minimum percentage of marks which is required in graduation from any recognized university whether from DU SOL also is 45%. So he/she is not eligible to appear in the exam.

For OBC the minimum percentage considered is 45% from the quallified degree. he is not eligible for the course. he have to look for other exams.  CLAT also have same value as the eligibility criteria.

You can look for any other university law exam where the criteria will be less than 43% then only he can apply. If it is not available then have to look for different stream. There is no way to go through law stream with the given qualification.

You cannot apply for DULLB with 43% marks in graduation. Minimum qualifying marks for obc category set by Du for DULLB is 45%. Since your marks are below 45% you won't be eligible for this exam. You can either improve your graduation score or apply to any other exam.
