As kcet fund is give by the state government of the state Karnataka as you didn'tget the fund of 2018-19 so based on this problem go to their website of the state government and list out the problem as you are not getting any of the fund from the government so they may know your problem and they will give you a update that when will you get your fund so i think my suggestions and knowledge may be helpful to u.
