The student should be eligible for 15% all India Quota as both states have laws which won't give the student their domicile.
Kindly go through these conditions and see which state's conditions you fulfill:
FOR GETTING A MAHARASHTRIAN DOMICILE:

Candidates must be domicile of Maharashtra.

Candidate must have passed Class XII and Class X only from an institution located in Maharashtra.

The only candidates who are exempted from this rule are the children of Government of Maharashtra or Government of India employees, Defence Personnel or those belonging to the Maharashtra Karnataka Disputed Border Area.
FOR GETTING A KARNATAKA DOMICILE:
- To qualify for a Karnataka domicile certificate, the applicant should have been a permanent resident in the state for atleast six years from a given year.

To be eligible for 85% state quota the student should have the state domicile certificate .
It take approximately 30 days to obtain a domicile after applying for it.
Following are the eligibility criteria for a domicile of Maharashtra and Karnataka -
For Maharashtra-
Any person from the State of Maharashtra could obtain domicile , provided that he/she is a resident in the State for the last 15 years.
For Karnataka-
To qualify for a Karnataka domicile certificate, he/she should have been a permanent resident in the state for at least 6 years from a given year.
