This year AP LAWCET is taking place on May 8 2020. The conducting body of the exam os Sri Krishnadevaraya University of Andhra Pradesh where admissions for 3-year LLB and 5 year LLB are taken. The exam is an online exam with MCQ questions and includes subjects like General Knowledge, Current Affairs, Mental Ability and Legal Aptitude. The languages in which it can be given are English and Telugu. The duration of the test is one hour and 30 minutes.
To answer your question, it is important to look at the eligibility criteria for the exam. It does not offer LLM separately but offers 5 year integrated law exam for which the score for your 10+2 is taken into consideration and it marks that the aggregate percentage required is 45%. The exam has no age limit. So yes, you are eligible to appear for the same. If you wish to appear for LLB, it requires 10+2+3 aggregate to be 45%. But unfortunately, neither does AP LAWCET offer LLM, nor are you eligible to pursue the same without a LLB. So you can consider pursuing one for LLM.
For the application, you are required to apply online in the 3rd week of March 2020 when the applications will be open. You will have to take care while you upload the documents required for the exam as they have to be in a certain format.

No students from BTech background are not eligible to appear for LLM as the basic criterion to apply to the course is an LLB (Bachelor of Law) or equivalent degree from a recognised university in India.
APLAWCET offers 3-year LLB course and a 5 year LLB course (Integrated). If you wish to pursue a career in law you can appear in APLAWCET for 3-year LLB and then appear for LLM.
