Solution : Use the formula, $\text{Average} = \frac{\text{The sum of all values}}{\text{The total number of the values}}$.
The average number of trees planted in state A over the years $=\frac{70+90+78+92+100}{5}=\frac{430}{5}=86$
There are 3 years in 2015, 2016, and 2018 in which the number of trees planted in state B is more than the average number of trees planted in state A over the years.
Hence, the correct answer is 3.
