The total number of employees of the company in offices D and E
= $\frac{57.6+64.8}{360}×9200$
= $\frac{122.4}{360}×9200$

= $\frac{100.8}{360}×9200$

Required percentage = $\frac{3128-2576}{2576}×100$
= $\frac{552}{2576}×100$
= 21.4%
Hence, the correct answer is 21.4%.
