Before taking admission whether in your own city/country the basic factors you should consider about the college/university is the faculty, the placements, fee structure or other factors that you consider while taking admission in any college. If these factors are meeting your expectations and requirements then you should go for it. If you want to study abroad then you should go for it considering the factors. Studying in abroad or your own city/ country is always good if the quality of education is good there.

Definitely it helps students to get more exposure and better career path. But, in India also ther are reputed institution like IIT offering good Master's degree.

Yes of  course. These days its preferred a lot since if we get into economical terms, then countries like United States, Germany, I iceland, etc. spend almost 15-17% of their economy on education unlike India. So you can earn really high if you complete your masters and then work there for maybe 3-5 years and then come back to India and startup your own company. You need to crack exams like GRE, TOEFL, IELTS, etc. to get in there.
