The best colleges for electronics and communication engineering are Heritage Institute of Technology , Institute of Engineering and Management.  Though you have less chances to get any seat in IEM. But you might get seat in Heritage Institute. Another  such as,

St. Thomas engineering college, Netaji Subhas Engineering College, Techno India College of Technology,  rajarhat and saltlake both are very good colleges , or you can get seat in RCCIIT which is a semi-government college.
