Suggest me how to read the Hindu newspaper (which portions) for upsc cse?
Firstly, to know which portion to read, you need to memorize keywords of UPSC syllabus, that's highly important because in this way you'll get acquainted with not only what to read but also what not to read.
Secondly, going through previous year questions will give you a basic idea about types of questions coming in exam, accordingly you'll grasp important contents of The Hindu.

First page usually provides headlines, just skim through it. You just need to be well aware of happenings.
Editorial is the most important part, do not skip it ever. It's a high yielding area in terms of making notes for UPSC. Reading this regularly will not only enhance your knowledge and perspective, but it'll be a great value for answer writing as well.
There are two on the left margin, along with LEAD. There is OP-Ed(Hindu Comment), it is usually written in prose form and expresses opinion of author, you can read letters to editor only if you get time, the good thing about this is getting to know different viewpoints and the benefit you'll get is to anaylze it objectively and use in answer writing.

Things to skip-
Sports, Awards, Local and Political News(just have a basic idea of happenings), deaths etc.
