There is no specific definition for an average student..but If you are from West Bengal..then a college like Calcutta National Medical College or RG Kar Medical college is decent enough.
She of course it would depend on what sort of ivanka how much Marks you secure in the Neet examination.
Since you say that we are talking about a mediocre student, it is more likely that he or she will be getting a medical seat via the state quota 85% counseling and not the elite seats of different medical colleges across India via the 15% all India quota.
So if he considered the state rank over the last few years a rank of within the top 500 in state is required to get into Medical College Kolkata, nrs medical college or sskm Medical College that is ipgmer Kolkata.
With rank between 300 to 700 you might get into the lower seats of article Calcutta National Medical College and also chances of getting into Burdwan medical college or north Bengal medical college.
With rank in the top thousand you might get into KPC medical college or Sagar Dutta medical college and anything in period might get you into Bankura Medinipur and Murshidabad Medical College.
Rank of around 800 also getting into ESI medical college or jnm Kalyani.
My advice would be don't think about which college you get into try to put in your best effort and see how much you score and what rank you get.
The counselling advise can be dealt with after you get your marks and rank.

Actually i would be pursuing B.Sc Physics hons. not medical. So suggest few colleges for B.Sc physics hons
For BSC physics Honours I think so college like Presidency , Jadavpur or Xaviers is good enough.
If you are not able to go for it then maybe raja bazar Science College, Asutosh College, etc are also decent.
