Regarding your query I would like to inform you that your answer is no, you can't move to any lower portions of your choice list after being alloted to a particular choice number.
Ok, I'm explaining you in details. Suppose you have selected total of 100 of choices in your choice filling round and you sorted them according to your interest from 1 to 100. Suppose you are being allotted 24th no choice. Then 2 things can happen. If you are happy with your 24th option and you don't want to upgrade then you have no choice left other than 24. You either can get admission in that or try for next year. But if you upgrade then in the counselling if any of the above 23 choices' seat becomes vacant then only you get and if not then the previous 24th nunber choice becomes your only option. But under any circumstances you can't get the receding 76 choices after the 24th number . The same thing happens in every round.
So please make sure that you'll fill your choice list wisely so that you don't need to regret later. Remember choice filling is the most vital step of your counseling procedure.
