The allotment of colleges is base upon the preference and cut. For example if you have given you preference to some Lowe ranked college depending upon the situation but some how you cleared the cut off for hnlu though it is generally ranked better in your preference you have it below. So you will not get hnlu but the one you have given preference to.
Same way if you have given preference to hpnlu and to some other college you will get hpnlu.
It's like they check whether you have crossed the cut off or not are you eligible or not and than they see your preference.
