Let me be clear with you ,The All India as well as State Quota counseling is a whole independent process. You don't have to worry about it. You can sit for state counseling even if you don't want to sit for All India Counseling.
The dates for both the counseling happens independently and you can sit for both if you want. That won't be a problem.

If you were not allotted any college in round 2 of AIQ then the previous seat will be retained. Since you were allotted a seat in AIQ counselling you will not be eligible to participate in state counselling. The names of the candidates who secured seat in AIQ counselling will be sent to the state authorities and they are not allowed to participate in state counselling this is in case if you have joined in the college. But if you withdraw the seat in round 2 then you will exit and forfeit which means the security fee will not be refunded to you but you can participate in state counselling since you have withdrawn the seat.
