Tell gov colleges offering m.tech program without gate score.and i have heard some of the ism won't conduct EE program from now is it true.

You can try in private institutes because Govt institutes like NITs,IITs consider Gate and in ISM admissions are open to candidates through two channels - on the basis of the GATE exam for those who have qualified the same with a valid score and Non-GATE students on the basis of the ISM EE 2017 exam conducted by ISM Dhanbad.
