see tfws stands for tuition fees waiver scheme, there is no particular college which has only tfws seat, every private or autonomous colleges has tfws seat, you have to apply for tfws scheme while you are applying in entrance test or counselling process. you must submit proper documentation and income certificate and signed it by local commissioner or bdo officer. at the time of admission your documents would verify by exam control authority. unless you do not apply for tfws at the application process you would not eligible for tfws scheme.
