Solution : Prime numbers from 1 to 20 are 2, 3, 5, 7, 11, 13, 17 and 19.
Average = $\frac{\text{Sum of all observations}}{{\text{Total number of observations}}}=\frac{(2 + 3 + 5 + 7 + 11 + 13 + 17 + 19)}{8}=\frac{77}{8}=9\frac{5}{8}$
Hence, the correct answer is $9\frac{5}{8}$.
