As you had already said for 40 marks you can’t expect NIT yes obviously you can’t expect a NIT seat, even many of government colleges doesn’t accept students for that much of less marks, but it is completely based on under which category he belongs to? If he is under reservation category then he could get admission in an average government engineering college!

But if you belong to general category, I am afraid to tell you that this much score is not sufficient to get a government seat. Neither you can qualify for JEE advanced.
Try harder.
Cutoff mark can not be predicted exactly because it depends upon various factors.

It's too early to state whether he can write Jee advance but there are high chances of not clearing Jee mains as the cut off usually lingers around 100-120 for General category and 70-100 for OBC.
Government colleges usually expect cut-off of more than 100-150. However , there are many other government colleges out there that don't need mains mark. Government colleges of states like Karnataka and Telangana have their own entrance exam.
Though I have no idea whether registration are still open, you can look for COMEDK and TC ECET.
And if he has good board marks, he can apply for government colleges in Tamil Nadu. They are quite good and only take admission through board marks.
