Solution : In 2016, the number of trees axed = 18 + 20 + 18 + 25 = 81
In 2020, the number of trees axed = 22.5 + 21 + 20 + 17.5 = 81
In 2019, the number of trees axed = 24.4 + 19.5 + 19 + 16 = 78.9
In 2017, the number of trees axed = 25 + 23 + 18.5 + 18 = 84.5
$\therefore$ The lowest number of trees axed was 78.9 in 2019.
Hence, the correct answer is 2019.
