When the angle between the conductor and the magnetic field is 90 degrees, the force is maximum, that is when the direction of current flow in the conductor is perpendicular to the magnetic field. As per Fleming's right-hand rule, the induced current is greatest when the coil moves at a right angle to the magnetic field.
