Article 84 of the Indian Constitution mentions the qualifications to become a member of the Rajya Sabha . It mentions that the candidate should be a citizen of India and must have completed 30 years of age . Rajya Sabha is also known as the Council of States , and the maximum sanctioned strength of Rajya Sabha is 250 members . It is a permanent house, and one-third of its members retire every two years.
