Yes the minimum board percent criteria will be applicable in JEE 2021, but still it is in the hand of NTA whether they remove this criteria or not for JEE 2021, so we have to wait for their update.
Yes you can apply for JEE 2021 as any student is given two chances first when he is in class 12th itself and the second after 1 year of his class 12th.

The minimum percentage criteria is removed in this particular academic year because many of the state boards did not conduct the exams and declared results based on internals this is the main reason why the minimum percentage criteria is removed .this minimum percentage criteria removal may not be taken forward because the quality of the students getting into NITs and IIITs may be compromised .you can drop this year and prepare firJEE MAINS and write your exam in the next academic year but you need to provide gap certificate during the counselling process
As the information has not been released that the 75% criteria for JEE Main 2021 will also be abolished, nothing can be said on this. This year for the pandemic many state boards and CBSE, ISC exams could not be concluded. So, CSAB declared that there will be no criteria to sit for JEE Main 2020 but students need to pass in class 12 board exam.
As you have dropped this year and if you have not scored 75% or top 20 percentile in boards exam, it is recommended that you should apply for improvement exam to be sure of passing all the eligibility criteria next year.
