Solution : Number of colleges in 80's = 20,000
Percentage of engineering colleges in 80's = 15%
Number of engineering colleges in 80's = $\frac{15}{100}\times 20000$ = 3,000
Number of colleges in 90's = 40,000
Percentage of engineering colleges in 90's = 40%
Number of engineering colleges in 90's = $\frac{40}{100}\times 40000$ = 16,000
So, the difference in the number of engineering colleges in 80's and 90 's= 16,000 – 3,000 = 13,000
Hence, the correct answer is 13,000.
