The physical state of matter is result of intermolecular forces such as dipole- dipole interaction,London forces and H bonding. This is because it's the amount of force two atoms have in between that determines it's state.
For eg. If you have two hydrogens having hydrogen bonding with oxygen then it's water. If you had covalent/ London forces between them, water formation wouldn't have been possible.
