Hi,
I guess you mean to ask about the roots that originate from the base of the stem. These type of roots are fount in monocots (that is the seeds which have a single cotyledon, these types of plants are called monocotyledonous plants) and in ferns. These are thin and moderately branching roots growing from the stem. These type of roots are called fibrous roots.
