the students who cleared jee advanced 2017 , would all if them eligible to get admission in iit?

Yes they are eligible for admission into IITs..But frankly speaking you will only get IITs if you have rank around 11000-12000 in jee advanced...also check previous years cutoff http://www.careers360.com/college-predictor

Yes they are eligible for counselling process but that doesn't mean all of them will get a seat in IITs

Yes. All of them would be eligible but just being eligible doesn't guarantee a seat in IITs because it depends on the opening and closing ranks for each IIT.
