Total number of candidates appeared in all the cities = 2500 + 3000 + 4500 + 1200 = 11200

Average number of candidates qualified in all the cities = $\frac{8600}{4}$ = 2150
$\therefore$ Difference = 2800 – 2150 = 650
Hence, the correct answer is 650.
