Hello Shruti
First of all JOSAA counseling will be done through All India Rank ( AIR) then after if any student comes under any category then with this category rank counselling will happen.

For example - when you will provide your preference at counselling portal then first your general category rank will be considered, if you get college through this general rank then there will be no use of GEN-EWS rank. But somehow if you don't get any college then with this GEN-EWS rank you may be get college.

Hope this helps you
Good luck :)
