There is a difference in my mother's name in my 10th & 12th marksheet. So can I submit an affidavit to get admission in Delhi University

If there is a difference in your name or your father's name or your mother's name or you age or your gender in your certificates then you can submit your affidavit to any officials. In Delhi University admission also you can submit your affidavit then they can accept your mistake in your certificates.
