This year corona virus spread is active and the intitutes like IIT,NIT etc students have to stay in hostels. To have social distancing in class rooms, and to have less strength in hostel etc will be better. If govt restricts the admission capacity to only 50% seats then insitute can have less stud.

What you are talking is practically not possible because government always aim to increase the number of seat not to decrease .
And one more thing also, even they reduces the number of admission intake then what about the the other students who are in 2nd 3rd or 4th year. Reducing the number of admission intake is not the proper solution we have to find some other solution because this pandemic is not the permanent it will be cured and everything will be smooth once the vaccine is discovered.
College may continue the online teaching classes if this situation will not be under control soon.

No notice regarding this issue has been made public. What you have said is a possibility. However if the government was to restrict the intake of the students then the competition will increase, resources of IITs and NITs will be wasted. It will not be an easy decision to reduce the intake of students both for Institute and Hostel. As it will lead to a huge loss.
