This year only 20 pH student name came in state merit list in West Bengal.so vacant seat will be available for pH student.what will do govt?

Only 20 names of PH students would have come in the list because only those many would have applied for it , or maybe because other candidates were not eligible for the category .
After the second round of state quota counselling the left over PH seats will be converted to their respective category seats and will be available in Mop up round . Eg.ph-SC to SC .
