In some states admission under state quota is made through state merit rank and those states are like Kerala, Odisha and likewise some other states but in some states like Maharashtra, UP and likewise All India Ranks are considered for state quota admission in state medical colleges. Although every state releases it's own state merit list on the basis of All India Ranks and the total number of students qualified in the examination.
